BUILDING AND FIRE PLAN REVIEW SERVICES

All plans examination services will be performed either by a licensed Professional Engineer, ICC Certified Combination Plans Examiners, and/or an NFPA Certified Fire Protection Specialists.

Robert Bell established R Bell Consulting LLC after 35 years of working in fire life safety, including 7 years as the Fire Marshal for the city of Las Vegas. Based on this experience, R Bell Consulting is wholly equipped to provide plan review services to both the private sector and municipal governments..

Robert Bell is the point of contact for all contractual related matters, and Paul Lum will be the point of contact for all service-related matters.

TIMELY AND EFFICIENT SERVICES

The Company shall complete all plan reviews within 5 working days for plans reviews that have a valuation that is less than $500,000, and 10 working days for plan reviews exceeding this valuation. R Bell Consulting is committed to meeting or exceeding these time frames. Our plans examiners are very efficient, and consistently work to provide complete and accurate plan reviews. We understand that the required turnaround time for the jurisdiction’s express plan review services will be pre-determined by the jurisdiction to complete 1st review date. R Bell Consulting will meet or exceed this time frame. We have a proven record of delivering timely and efficient services to our clients. We understand that the most technically proficient services are undermined if promised timelines are not met. Our staff will conduct accelerated plan review on an as-needed basis as requested by the Building Official.

R Bell Consulting shall provide plan examination services as detailed below:

  • We will download electronically submitted plans and return all results within the specified time frame.
  • We will pick up and deliver all plans and return all results of plan reviews and plans.
  • We will screen and log each plan requiring full or partial review and route them to the proper plans examiner.
  • We will use the jurisdiction-approved checklists to review submittals for compliance with all current and relevant state and local requirements.
  • We shall complete all express plan reviews within the required turnaround times: For unique or complex projects, a mutually agreed-upon turnaround time will be established by the jurisdiction.
  • We understand we will be deemed to be in receipt of the plans the day following the day the jurisdiction notifies the Company those plans are ready for pickup, or the day following the day the jurisdiction transmits the plans to the Company.
  • We will ensure plans conform to the jurisdiction’s most current codes, amendments and written interpretations as adopted by the jurisdiction.
  • We will have plans examiners licensed and certified by applicable agencies.
  • We will attend meetings with staff, public officials, developers, contractors, and general public as directed by the jurisdiction.
  • We will maintain and submit to the jurisdiction proof of all licenses, certificates, and permits required to perform Plan Checks.
  • We will provide electronic plan review if required by the jurisdiction, with proper training provided by the jurisdiction, and the Company will make the acquisition of appropriate hardware and software necessary to perform the reviews within the specified time frame.
  • We will provide the jurisdiction’s Project Manager a copy of all correspondence templates for approval.
  • We will provide the following means of contact with the associated response times listed below:
    a. Face to Face – next day
    b. Telephone – immediate
    c. Email – same day
    d. Fax – same day
    e. Virtual Window – immediately
  • We will provide a telephone number that the jurisdiction representatives and its customers can use to speak with Company’s representative regarding plan review issues.

DELIVERABLES

R Bell Consulting shall provide the jurisdiction with either an approved Plan Review or if not immediately approved, two complete typewritten plan check letters with comments referring to specific details and drawings and reference to applicable code sections for changes required to obtain approval. These letters will be delivered to the jurisdiction, the applicant and the jurisdiction designated recipients via email and/or reliable overland carrier. Plan reviews will be tracked within the plan tracking software utilized by the jurisdiction, and we will input when reviews are started and completed for each discipline assigned. We will transmit plan review comments and coordinate re-checks directly with the jurisdiction or with the applicant if desired, and completed plan review documents ready for approval will be returned to the jurisdiction for final approval within the time frame specified. Resubmittals, deferred submittals, changes, etc. shall adhere to the same procedure and time frames. Should we fail to meet the time frames as specified in this proposal, we understand the percentage of plan check fee may be reduced or the contract may be terminated for default at the jurisdiction’s discretion.
